A pesar de sus problemas internos, Colombia es uno de los países latinoamericanos que más ha avanzado en materia de gobierno electrónico. Las reformas generadas por la implementación de políticas alineadas con los Objetivos de Desarrollo del Milenio -ODM- y los Objetivos de Desarrollo Sostenible -ODS-, así como el proceso de paz, han permitido mejorar la capacidad de intervención del territorio colombiano. De hecho, la digitalización ha permitido que ciudadanos tradicionalmente desconectados o alejados sean alcanzados por sus administraciones territoriales designadas. Sin embargo, surgen reservas sobre la consistencia y coherencia de esta estrategia. Existe un interrogante sobre cómo la digitalización del sector público colombiano afecta y se ve afectada por la necesidad del Estado de fortalecer su presencia física en el territorio. Teniendo en cuenta este contexto, este análisis exploratorio busca entender qué avances y problemas subyacen en la reconstrucción de la relación entre el Estado y sus ciudadanos, en particular a través del análisis de la digitalización coordinada por la administración con sede en Bogotá.
